Improving Retrofit Incentives

Client
• Pacific Gas and Electric (PG&E)

Duration
• July 2022– February 2023
• 8-month project

Project Highlights
• Targeted outreach & industry engagement
• Project pipeline development

We built an outreach and project development team to promote PG&E’s Market Access Program (MAP), a unique demand reduction program funded by the CPUC. Knowing the high complexities of bringing a retrofit project that met PG&E eligibility requirements, we launched a partner-driven outreach campaign that leveraged networks of building developers, owners and operators, including local government and public institutions. As a result, we reached over 30,000 entities with potential interest in the incentive, and developed a pipeline of eligible, high-value projects with estimated annual savings of over 2.5 million kWh. Unlike conventional vendors participating in the program, we were able to reach across the Buildings sector, including energy efficiency service providers, designers, local governments, school districts, and more. We also gathered critical project information in order to provide incentive estimates and assist throughout the entire process, from program introduction to reserving incentive dollars. We provided invaluable feedback to PG&E on potential program improvements and critical barriers to participation for future pay-for-performance incentive programs.
